At the time of the Berlin Conference, Germany did not have an empire as it had recently been reunified. However, it wanted to extend its influence by setting up colonies. The German chancellor at the time, Otto von Bismarck, hosted the Berlin Conference in Germany's capital Berlin to show the world, but more importantly Britain and France, Germany's status as a rising power.
